The Prime Minister has issued the Official Telegram focusing on drastic and synchronous implementation of measures to control and prevent avian influenza and avian influenza viruses infecting to humans.

According to local government reports, from the beginning of 2021 up to now, there have been 40 avian influenza outbreaks in 14 provinces in less than 21 days that has been forcing the destruction of over 100 thousand poultries. The risk of avian influenza A/H5N1 and A/H5N6 continuing to infection and spreading on a large scale is very high. In order to instantly control avian influenza A/H5N1, A/H5N6, and actively prevent infection of avian influenza viruses from abroad into Vietnam, the Prime Minister has requested ministries and the provincial people’s committees urgently allocate resources to synchronously and drastically implement solutions to prevent and control avian influenza in accordance with Decision No.172/QD- TTg dated February 13, 2019 by the Prime Minister on the approval of “The National Plan on Avian Influenza Prevention and Control for the period 2019 – 2025”.

The Prime Minister also assigns specific tasks to ministries and local governments, as follow:

– The Prime Minister has assigned the Ministry of Industry and Trade to strengthen market management, prevent smuggling of poultry and poultry products; strictly handle illegal households business to prevent trading in poultry and poultry products that are not quarantined pursuant to regulations and unknown origin on the market, especially in wholesale markets.

– The Ministry of Public Security shall direct police offices at all levels to taking investigation, to control measures to detect and to strictly handle cases of smuggling of poultry and poultry products not ensuring food safety pursuant to the provisions of law.

– Particularly, the Prime Minister assigned the Steering Committee of 389 at all levels to take measures to prevent, timely detect and strictly handle cases of illegal transportation of animals and animal products in the area of ​​customs operations, especially in cases of illegally cross-border transportation of poultry and poultry products into Vietnam.

– The Chairman of the Provincial People’s Committee has been assigned a number of important tasks by the Prime Minister, focusing on close supervision of the gathering and trading of poultry and poultry products; strictly handling cases of smuggling, illegal transportation and unknown origin of poultry and poultry products; enhancing inspection to ensure food safety and hygiene, especially at poultry processing, consuming and transporting establishments…

– The Prime Minister assigned the Ministry of Agriculture and Rural Development to assume the prime responsibility for, and closely coordinate with related ministries, state agencies, organizations and localities in implementing a number of important tasks, of which notably coordination with the Ministry of Health to carry out activities to prevent and control avian influenza virus capable of efficient poultry-to-human transmitting, …

– The Prime Minister assigned the Ministry of Health to direct to enhance supervision and early detect suspected infected cases of influenza A/H5N1 and other avian influenza in humans, proactively monitor in the community; early detect cases of human infection, isolate, delineate areas to handle, protect against epidemic infection; to be ready to receive and treat patients; to ensure adequate medical equipment, essential drugs and chemicals for epidemic prevention and control at all levels; to advise people on measures to prevent and control avian influenza infection from poultry to humans./.
